i believe i have figured out the issue i was having. Now the guestbook works fine and is up and running.

Well i was a D.A...... I had the rest of the files set with 666 permissions and not 555. :oops:
Also the php differences are:
Version 4.3.10 supports using the fopen() and include() functions with a remote URL, but does not support opening an Access database.
Version 4.4.2 supports opening an Access database, but does not support the fopen() or include() functions with a remote URL.
Version 5.1.2 is a version of PHP5; learn more about migrating to PHP5 from php.net.
Also the php differences are:

Yes. That I think was the ONLY cause of the problem, which is what I said from the beginning.
